The Military Industrial Complex by Sidney Lens is a classic and probably the first book ever written about the subject. President Eisenhower had warned the nation about the complex in his farewell address but the American public failed to heed his warning. The institution is now so embedded within the governmental, societal, scientific, and economic framework that it is now a permanent fixture - unable to be reformed or held accountable. If anything, the military, the defense establishment, and the bloated weapons arsenal is now more sacrosanct than ever with the extension of empire and imperialism on a world scale. The only limitation to its reach is national bankruptcy or collapse of empire. The trend toward a unitary, imperial executive and an ever more intrusive national security state has grown profusely sinceReagan and bloated perversely during the Bush-Cheney Administration. The horrible destabilization of Iraq and Syria, with millions of refugees fleeing to Europe and hundreds of billions in expenditures and collateral damage, is a result of the Bush-Cheney invasion of Iraq. The Bush doctrine and policy is an outgrowth of neo-conservative ideology aligned with a foreign policy shaped largely by the interests of defense contractors who have garnered the lion's share of the federal budget.
Written and published during the Nixon presidency - the transformative years of the institutional complex - this book is an excellent starting point for grasping the origins and early evolution of this growing monstrosity. To understand the trend, the proclivities of the corporate-industrial component of the complex must be discerned. While domestic military bases have been closed, federal expenditures for weapons and hardware have perpetually increased. This denotes that the selling of weapons and hardware is more profitable for contractors than maintaining military bases, domestic or foreign. A more recent trend not mentioned in the book is privatization of the military with big defense ontractors like Haliburton winning big through the assumption of many functions and services previously performed by the military.
At the time of his writing Lens expected the emergence of a serious confrontation and discussion over this institution by the public and its representatives. "The debate on the military industrial complex has begun and on its outcome may depend not only the survival of the United States but the whole of humanity. It is certainly of greater urgency than the debate over the French Revolution in the 1790s, over slavery from 1830 to 1865, or over the depression of 1929. A serious public discussion on the topic never developed, however the watershed election of 1972 between Nixon and McGovern did offer an alternative and chance of addressment as McGovern wanted to bring the complex to a more modest level by reducing the defense budget and proclivities for war. The electorate rejected McGovern along with his plan for peace and more realistic military budgets. Nixon was forced out of office by corruption and Watergate shenanigans. Future generations would be saddled with growing debt and budget deficits. The trend continues.
George Washington had conceded that a large military "hath ever been considered dangerous to the liberties of a country." (page 12) In 1784 Congress passed a resolution that "standing armies in time of peace are inconsistent with the principles of republican governments, dangerous to the liberties of a free people, and generally converted into destructive engines for establishing despotism." (page 13)
Instead of heeding such "quaint" sentiments, Americans, via military contracts and war profiteering in a permanent war economy, have been sold a bill of military goods on credit that will ultimately devastate their security when the final bill arrives and they grasp the real costs of bloated defense budgets, military adventurism, and Bush-styled preemption and nation building.
